  • Start of the career | Assoc. Amici LVF

    1952 - 1962 Start of the Diplomatic Career He joined the Ministry of Foreign Affairs on February 16, 1952, and was assigned to the General Directorate (DG) of Personnel, in the Secretariat of then Minister Maurilio Coppini, who had chosen him because he knew Russian. Coppini had been Consul in Kharkov, Ukraine in the 1930s. As was the practice at the Ministry, after a year he was sent for six months “volunteering” at the Consulate General in Munich. He attends the Salzsburg Seminar for American Studies for a month. In August 1953 he returns as scheduled to the Ministry and is assigned again to DG Personnel, and then briefly to the Press Service (during the Trieste crisis) and on March 1, 1954 again to DG Personnel. As the first overseas post he obtains the direction of a Vice Consulate Newark (NJ) in the United States, where he arrives on April 23, 1955. In the fall of 1956 he is seconded for a very short time to the Representation to the United Nations (Suez and Hungary crises). In May 1957 Luigi Vittorio is transferred to Ankara where he arrives on October 1, 1957. Luigi Vittorio is able to speak and write in Turkish. On July 10, 1959, then Minister Plenipotentiary Roberto Gaja, Head of Mission in Sofia, Bulgaria, offered to go with him to Sofia as number two. And once again the ease of learning languages will enable Luigi Vittorio to read and understand Bulgarian. In March 1962, Luigi Vittorio was called back to the Ministry in Rome, and assigned once again, at his explicit request, to DG Personnel.

    CORAGGIO! The Coraggio! project encompasses a series of mentoring and networking meetings reserved for women, promoted by the Associazione Amici di Luigi Vittorio Ferraris in collaboration with the Hanns Seidel Italia/Vatican Foundation. This project includes a series of meetings focused on cross-cutting themes of politics, economics, cooperation and society, involving a virtuous network of women ready to constructively confront and support each other. Courage! was created with the intention of creating synergy and awareness among women who, despite challenges, have managed to carve out a meaningful space for themselves in society. These women represent the authentic value of women's identity and the potential it brings. As Ambassador Luigi Vittorio Ferraris emphasized, it is crucial to put the focus on the person at the center, a principle that guides us in our work. We want awareness of the value of women not to remain an isolated fact, but to radiate into society as a whole, so that gender distinction becomes secondary to the person. We cannot achieve this goal without women themselves gaining courage and awareness of their own strength. It is essential to overcome an anachronistic view, and to make clear the invaluable contribution that the female component makes to the collective well-being. Together, we can build a future in which human value is recognized beyond gender, promoting a more just and inclusive society. The project aims to culminate in final meetings in which women and men will be free to move and engage with each other in the audience regardless of the gender of those present.   • First years | Assoc. Amici LVF

    1928 - 1945 First years Grandson of Luigi Felice (1813-1900), Senator of the Kingdom of Italy and Count. Son of Luigi Angelo (1887-1966), politician and essayist, and Maria Croce (1863-1985), a family originally from Sostegno (Biella). Luigi Vittorio spent his childhood and adolescence between Rome (until 1937), Turin (1937-1945) and Vaccarile, the family estate that represented a peaceful oasis all his life and that he always considered his true home, being deeply tied to this land. From childhood, thanks to his parents' initiative, he learned German and French. During Gymnasium he learned English and Russian. Over the years he nurtured his passion for other cultures, also learning Romanian, Spanish, Turkish, Polish, and Bulgarian, and he also approached Dutch and Finnish. In 1945, he was exempted from attending his final year of high school and then from taking the baccalaureate exam, thus earning his high school diploma at the age of 17.

  • Christmas Concert | Assoc. Amici LVF

    Christmas Concert Every year during the Christmas season, in collaboration with the Hanns Seidel Italy/Vatican Foundation and to Amka Onlus, the Association promotes a benefit concert that aims to emotionally involve members, friends and acquaintances of the association. This event, usually held in the beautiful setting of the Church of Santa Maria dell'Anima, featuring the splendid voice of soprano Monica Marziota, is distinguished by its sacred music, capable of creating an atmosphere of sharing and solidarity. Instead of paying an entrance fee, participants are invited to make a donation, the proceeds of which go to projects that support our mission. In particular, monies raised are donated to youth initiatives always in line with our values related to international relations. This concert is a time of celebration and reflection, uniting people for a common cause and strengthening ties within the community.

    Coraggio! Women and Diplomacy in the Sahel: What Future for the EU-Africa Partnership? Friday, June 7, 2024 Spazio Sette Bookstore - Rome On June 7, 2024, an important meeting organized by the Hanns Seidel Foundation and the Associazione Amici di Luigi Vittorio Ferraris, as part of the cycle Coraggio! was held at the Spazio Sette bookstore in Rome. The event, entitled Women and Diplomacy in the Sahel: What Future for the EU-Africa Partnership?, was attended by Professor Emanuela Del Re , EU Special Representative for the Sahel and former Deputy Minister for Foreign Affairs and International Cooperation. The meeting offered an in-depth analysis of the complex reality of the Sahel, a region that stretches between Burkina Faso, Chad, Mali, Mauritania and Niger. The central role that Europe has played for years in this vast area was discussed, with economic, social, political and military initiatives aimed at consolidating cooperation and promoting development. However, it emerged how Europe faces significant challenges today in an increasingly critical context, especially for girls and women in the region. Indeed, flight, poverty, and discrimination are seriously affecting the future prospects of adolescent girls in Mali and Burkina Faso. Under the moderation of Elisabetta Grassia, Technical Assistant on EU-Africa programs and AALVF member, Professor Del Re offered an expert and personal look at the topics discussed, emphasizing the urgency of strengthening the partnership between the European Union and Africa to address the most pressing issues, including women's empowerment, security and sustainable development. The meeting provided a valuable opportunity to reflect not only on the problems of the present, but also on the possibilities of building a more equitable and inclusive future for Sahel communities, especially for young women who face the toughest challenges.     Pace e Futuro Young people and the Helsinki Treaties The Associazione Amici di Luigi Vittorio Ferraris is carrying out a project in honor of the ambassador, commemorating the anniversary of his passing each year through initiatives that actualize the themes he explored throughout his career and life by involving young people. In connection with one of the key issues he worked on during his diplomatic career, the association decided to organize conferences and seminars on the Helsinki Treaties, on the occasion of the 50th anniversary of the signing of the peace agreement. Among the initiatives was the reprinting of the book edited by Luigi Vittorio Ferraris in 1975, “Testimonies of a Negotiation. Helsinki-Geneva-Helsinki 1972-1975r,” published by TAB editions (the publisher, Laura Moudarres is also one of our members!), with an introduction by Professor Luca Micheletta, a leading expert on international relations and a respected friend of the ambassador. This project is carried out in collaboration with the Hanns Sidel Italy Vatican Foundation and others, such as Villa Nazareth, which has benefited from the dedication of Ambassador Ferraris and the guidance of Cardinal Silvestrini, who are committed to jointly promoting the Helsinki peace processes. This year, on the occasion of the anniversary, a lectio is planned around the theme “Peace for the New Generations,” to continue to reflect and discuss issues of great relevance that span past, present and future.

    1945 - 1952 University and beginnings He graduated from law school in 1949 with a degree in International Law with the thesis “The Government of Fact” (supervisor Prof. Tomaso Perassi); publication was planned but unfortunately never completed. In 1947, having obtained a passport, he stayed in Paris and attended the Alliance Française; in 1949 he took part in a Sommerkurs in Heidelberg; in 1950 he attended the Academy of International Law in The Hague. In 1952 he married Giovanna Franzì Carlotti (1926-2014), who graduated in Social Work after attending the ENSISS School of Social Service in 1948 and graduated in Law from the State University of Rome in 1952 with a thesis in Criminal Law on “Non-imputability of minors under 14 years of age.” They have two children, Chiara Francesca (aka Clarissa) (1956 Newark, NJ-USA) and Alberto Maurizio (1958 Ankara, Turkey). Luigi Vittorio passed the diplomatic competition in January 1952 and was second in the rankings (both for the writings and the final result) out of eight admitted.

  • State Council | Assoc. Amici LVF

    1987 - 2000 State Council In 1987, having returned permanently to Rome, Luigi Vittorio after a full 35 years decided to leave his diplomatic career in order to return to university teaching. He was appointed State Councillor, a post he held from 1987 to 2000, the year when his retirement due to age limits took place. Luigi Vittorio devoted himself to his last post with his usual professionalism and dedication. At the end of this period he was awarded the honorary title of Section President and, after 2000, he was assigned the presidency of arbitration panels and a Commission at Consip. The Foreign Ministry entrusted him with the leadership of OSCE delegations to Warsaw and Berlin during Italy's six-month European presidency in 1996 and 2003; it also entrusted him with missions to the Balkans and Albania in 1997 and a seminar in Moscow in 1995. On the initiative of Chief of Cabinet Aragona he was appointed Undersecretary for Foreign Affairs in the first half of 1996 (Prime Minister Lamberto Dini and Foreign Minister Susanna Agnelli) with an intense activity of missions to EU member countries and Brussels, a period on which there is a report by him. In addition, Luigi Vittorio was a member of the committee for promotion to Legation Councillor in 1997; of the Board of Trustees of the United College of Trieste from 1997 to 1999; of the Committee for the Selection of Fellows of the University Institute (EUI) of Fiesole from 1997 to 2001; Chairman of the Selection Committee for the European College of Bruges from 2001 to 2013; and Chairman of the Prunas Mutual Fund from 2005 to 2014.
